I'm not sure if I just happened to hit the perfect combination of keys to adjust this parameter via a keyboard shortcut or if Windows 10 had a settings issue. I found that my maximum processor state was set to 5% in an effort conserve power. This setting can be set anywhere between the minimum processor state and 100%. If you're experiencing low FPS clearly below your hardware's capability I'd check this parameter out. Here's how you get there: Control Panel → Hardware & Sound → Power Options → Balanced Settings (Should be selected) → Change Plan Settings → Advanced Power Settings → Expand the processor management tab and look at your max processor state.

The issue arose after IC patch. I've been playing this game since beta of last year and never had any issue prior to IC.
The issue seems to happen with the random FPS drop either being in IC or grouping of any kind. I was doing the vet pledge today and a dungeon (CoH) which I've farmed numerous times in the past for Adroitness set never had any issue until I went to do it today with a constant FPS drop down to 9-13 fps when I am normally 50-65 fps. GTX970 Zambezi 6200FX 4.1GHz Asus Sabertooth 990FX 16gb of RAM 1800 PNY Corsair HX750 Again never had an issue for well over a year until IC patch dropped, part of the reason I took a month and half away from the game. I've played ESO since launch and had no problems. Took a break in May 2015 due to a bereavement, came back end of Nov 2015. I took my Vet rank 2 to Wrothgar and crashed every 5 mins, so I thought I would log my lev 37 alt and see if it was just Orsinium. The game played fine for me in Alkir, although FPS, could rollercoaster, but was playable.
Tried Wrothgar again, crashing every 5-6 mins. So, I thought maybe its just Wrothgar I'm having a problem with, so logged my Vet 2 back into Auridon and get massive lag, making the game unplayable for me.

I have no add ons and I have changed nothing since launch. Is it Orisinium dlc making it unplayable?
